The Transportation Services Division is responsible for carrying out Arcadia Transit services including procurement and management of transit service contracts, procurement of transit vehicles, marketing, customer care, and daily management and administration of transit funds.

The Transportation Services Division also provides assistance to the Engineering Division for the development and implementation of transportation-related programs and projects, such as parking, bicycle, pedestrian, and the City’s portion of the Gold Line Foothill Extension.

The City’s Air Quality Management District (AQMD) funds and Rideshare Program are purview of this division.


Arcadia Transit Service Assessment

The Final Report for the Arcadia Transit Strategic Transit Service Assessment (STSA) is now available to view. The City of Arcadia’s Development Services Department launched the project as a comprehensive effort to evaluate and enhance the City’s transit services, including both the Arcadia Transit fixed-route and dial-a-ride programs. The goal of the assessment was to identify opportunities for improvement and explore new or enhanced services that could better meet the community’s evolving transportation needs.

As part of this assessment, the City conducted an initial Community Survey in December 2024, gathering valuable input from both current Arcadia Transit riders and non-users to help guide future planning. Building on the feedback received, the City developed new service concepts and released a second Community Survey in May 2025 to gather public input on those concepts. 

Following the public outreach effort, the City conducted route testing for two fixed-route concepts to evaluate operational feasibility. Based on these findings and the feedback received, a recommended fixed-route concept was developed and detailed in the final report. The recommendation maintained a fixed-route system centered on the Arcadia A Line Station, extended the Green Line east to Second Avenue, and modified the Red and Blue Lines to serve additional destinations, including a direct stop at The Shops at Santa Anita Mall. The proposal also included expanded operating hours and increased service frequency to improve overall convenience and reliability.

These recommended changes are not expected to be implemented immediately. The City anticipates working toward implementation over the coming year, subject to operational planning and coordination efforts.
