Water Efficient Landscaping

Water Efficient Landscaping Ordinance (WELO):
As of December 1, 2015, and consistent with Governor's Executive Order No. B-29-15, Ordinance No. 2330 that was adopted by the City on November 3, 2015, the new Water Efficient Landscaping requirements are now in effect.  The following project applies to the new requirements:

  • New construction projects with an aggregate landscape area equal to or greater than 500 square feet requiring a building or landscape permit, plan check, or design review.
  • Rehabilitated landscape projects with an aggregate landscape area equal to or greather than 2,500 square feet requiring a building or landscape permit, plan check, or design review.
  • Any public agency project.

Low Impact Development (LID)
LID is a stormwater management strategy that emphasizes conservation and the use of existing natural site features integrated with stormwater controls to more closely mimic natural hydrology patterns in residential, commercial, and industrial settings. 

How is LID different from the Standard Urban Mitigation Plan (SUSMP)?
The LID Ordinance requires stormwater mitigation for a larger number of development and redevelopment projects than was previously required under SUSMP.  All development and redevelopment projects shall comply with the latest County of Los Angeles Department of Public Works LID Standards Manual.
