CDBG - Arcadia COVID-19 Small Business Grant Program
AMENDMENT TO THE CITY OF ARCADIA STATEMENT OF OBJECTIVES AND PROJECTS FOR USE OF COMMUNITY DEVELOPMENT BLOCK GRANT (“CDBG”) FUNDS AND CORONAVIRUS CDBG (CDBG-CV) FUNDS FOR FISCAL YEAR 2020-21
NOTICE IS HEREBY GIVEN that the City of Arcadia proposes to amend to its Statement of Objectives and Projects for use of Community Development Block Grant (“CDBG”) funds for fiscal year 2020-21 to allocate $47,300 originally allocated to the City’s public services programs and $82,700 in existing unallocated CDBG and CDBG-CV funds for a second round of small business grants issued through the Arcadia COVID-19 Small Business Grant Program (the “CDBG Amendment”). The publication of this notice is the beginning of the 5-day public review period required under Federal Regulations at 24 CFR 91.105 and Federal Regulations waivers due to the COVID-19 crisis. The public review and written comment period begins February 22, 2021 and runs through March 1, 2021.
BACKGROUND: The City of Arcadia’s CDBG-funded public service programs are currently allocated $59,316 for Fiscal Year 2020-21. However, due to COVID-19, it is anticipated that the Senior Congregate Meals Program and the Senior Information & Referral Program will remain partially or fully suspended for the remainder of the fiscal year resulting in an estimated unspent balance of $47,300. Additionally, there is an existing balance of $85,852 of CDBG and CDBG-CV (CARES Act) funds from Fiscal Year 2019-20 that is eligible to be allocated to current year programs. As part of the CARES Act passed in March of 2020, the U.S. Department of Housing and Urban Development (HUD) has streamlined the public noticing and review process for CDBG Amendments. The standard thirty (30) day public comment period and requirement for a public hearing before the governing body (city council) has been reduced to a five (5) day public comment period with no public hearing required to approve the Amendment.
PROPOSED AMENDMENT: The City of Arcadia is proposing to reallocate $47,300 in CDBG funding currently allocated to the City’s Senior Congregate Meals Program and Senior Information & Referral Program, and $82,700 in existing unallocated CDBG and CDBG-CV funds for a second round of emergency business grants issued through the Arcadia COVID-19 Small Business Grant Program. The combined $130,000 in funding is anticipated to fund 26 grants of $5,000 to eligible businesses for the purpose of retaining or hiring/rehiring employees classified as low-to-moderate income (i.e. less than 80% of the median income for Los Angeles County) and/or assisting income-qualified microenterprises. Grants will be awarded as a second round of the existing Arcadia COVID-19 Small Business Grant Program through random lottery of all eligible Tier-1 businesses (defined in the program guidelines) that have submitted a program application to the City and meet all program requirements.
