COVID-19 Online Submittal Process

Online Submittal Process (Response to COVID-19)

In response to guidance received by federal, state, and local public health officials, Arcadia City Hall will be closed to the public beginning Monday, March 16, 2020, until further notice. In order to serve you during this closure, applications for permits and plan check submittals can be processed online via email.

  • Step 1: Please complete one of the following applications:

            Building Plan Review & Permit Application

            Mechanical, Electrical, Plumbing Permit Application

            Reroof Permit Application

  •  Step 2: Select the  button at the bottom of the application (when using Explorer or Edge browser) or submit completed applications as attachments via email to Christine Martinez (cmartinez@arcadiaca.gov) and Eric Pagliotti (epagliotti@arcadiaca.gov). If you don't have Explorer please download the form, fill it out, save it and email it back to Christine and Eric. Include the jobsite address in the Subject line, and select reply all to all emails received from the City.


  •  Step 3: Please call us for further instructions or assistance via telephone at 626-574-5416 to complete the application process and make your payment.


Plan & Permit Drop-off/Pick-up: If you need to re-submit plans for corrections/revisions or pick corrections up, please call by telephone at 626-574-5416 or email Christine Martinez (cmartinez@arcadiaca.gov) and Eric Pagliotti (epagliotti@arcadiaca.gov) to set up an appointment to pick up or drop off plans in our designated area.

Building Inspections:  Building inspections are being conducted without interruption at this time. For your protection as well as ours, we ask that our contractors and homeowners please respect the 6 foot social distancing rule when our Inspectors are on site.  Please do not hand any documents to the Inspectors directly, all documents should be emailed to the Inspectors. If a hard copy is required, the document can be dropped off in the folder or bin located by the Building Employees Only entrance located to the right of the main entrance.

Please call (626) 574-5450 or schedule your inspection online by selecting “Building Inspection Request” on the left side of this page before 4 p.m. to ensure a next day inspection.

Building and construction-related matters are channeled through the Building Services Division, which is responsible for the implementation and enforcement of City and state codes relating to the construction, remodeling, alteration, repair and demolition of buildings and structures located within the City of Arcadia.

The purpose of such codes is to provide minimum standards to safeguard public safety, property, and welfare by regulating and controlling the numerous factors involved with development. To ensure that construction work complies with applicable codes, the City requires comprehensive plans for most types of projects and inspections are conducted at periodic stages of the work.

City staff strives to provide quick and accurate construction project plan review and permit issuance services and will do everything possible to assist you in processing your application. Although staff does not provide design services, the City provides technical handouts and interprets codes to assist you in obtaining approval and permits for your project.
