Building Permit Center
The Building Division is now open to the public during our regular business hours: Plan checks and permits are accepted during the following hours: Monday-Thursday, 7:30 a.m. to 4:30 p.m., and on alternate Fridays from 7:30 a.m. to 3:30 p.m. Electronic sumbittals will continue to be accepted via the instructions below. Prior to your visit, please review the Keep Arcadia Safe guidelines, and contact the Building Division at (626) 574-5416 if you have any questions.
Preparing for your visit: To adhere to social distancing protocols and to provide a safe workplace for both our customers and staff, the following safety procedures have been enacted:
- Face Mask/Face Covering: A face mask or face covering will be required to be worn at all times during your visit.
- Limit on Customers at Counter: Only two customers are permited at the Building/Planning/Business License Counter at one time. If two people are in the office when you arrive please wait outside in the designated line.
Please do not visit if you or someone in your household are exhibiting any COVID-19 symptoms including fever, cough, and/or difficulty breathing. Online Submittal Process (Response to COVID-19)
Because we value your health and safety, we will continue to accept the following applications online.
Applications are processed in the order they are received.
- Simple permits- Electrical service upgrades, water heaters, sewer repairs, miscellaneous sub permits
- Roof permits (Please include the approved ARB form if in a Homeowner’s Association)
Follow the three steps below and we will process your application via email.
- Step 1: Please complete one of the following applications:

- Step 2: Select the
button at the bottom of the application(This option works when using Edge or Explorer). If using Chrome or another browser please submit the completed application as an attachment via email to Christine Martinez (cmartinez@arcadiaca.gov) and Eric Pagliotti (epagliotti@arcadiaca.gov). Include the jobsite address in the Subject line. If submitting for a Fire Permit please include the number of heads, devices or nozzles.
- Step 3: Wait for a response from Eric or Christine. Due to the high volume of permits received via email please be patient. We will contact you when your permit is processed and to assist you in making your payment over the phone.
Building Inspections: Building inspections are being conducted without interruption at this time. For your protection as well as ours, we ask that our contractors and homeowners please respect the 6 foot social distancing rule when our Inspectors are on site. Please do not hand any documents to the Inspectors directly, all documents should be emailed to the Inspectors. If a hard copy is required, the document can be dropped off in the folder or bin located by the Building Employees Only entrance located to the right of the main entrance.
Safety Guidance for Construction Sites: An exposure control plan and safety practices must be followed to prevent any onsite worker from contracting COVID-19. Failure to comply with this guidance shall be deemed as creating unsafe conditions and may result in withheld inspections or shutting down the construction site until corrected. Please call (626) 574-5450 or schedule your inspection online by selecting “Building Inspection Request” on the left side of this page before 4 p.m. to ensure a next day inspection.

Building and construction-related matters are channeled through the Building Services Division, which is responsible for the implementation and enforcement of City and state codes relating to the construction, remodeling, alteration, repair and demolition of buildings and structures located within the City of Arcadia.
The purpose of such codes is to provide minimum standards to safeguard public safety, property, and welfare by regulating and controlling the numerous factors involved with development. To ensure that construction work complies with applicable codes, the City requires comprehensive plans for most types of projects and inspections are conducted at periodic stages of the work.
City staff strives to provide quick and accurate construction project plan review and permit issuance services and will do everything possible to assist you in processing your application. Although staff does not provide design services, the City provides technical handouts and interprets codes to assist you in obtaining approval and permits for your project.
