The City of Arcadia's Public Works Services Department is committed to making your utility billing experience easier and more convenient. 

Starting November 20, 2025, Arcadia is expanding its utility bill payment options. The TrueCIP customer portal is now upgraded with InvoiceCloud, a new payment system that offers:

📞Pay-by-phone (available in multiple languages)
💳Automatic credit card payments
🔀Split-payment options
🔒Enhanced security and reliability

The City of Arcadia offers six convenient ways to pay your utility bill:
You may pay your utility bill online. You have the option to pay by using a credit card (Visa, MasterCard or Discover) or by authorizing Auto Pay, which is an automatic deduction from your checking or savings account.  There is no fee for making an online payment.
Our Sure Pay payment program allows an automatic deduction from your checking or savings accounts to pay your utility bill or Paramedic Membership Program bill. Once you sign up for Sure Pay, the amount of your utility bill is automatically deducted from your bank account around the tenth day of the month following the receipt of the bill. For example, the payment for a billing in January would be withdrawn from your bank account on February 10. You will still receive your utility bill every other month; however, it will be marked “Sure Pay Customer, Do Not Pay.”

There are no fees to use the Sure Pay payment program.

To make a credit card payment, please complete the credit card information on the back of your utility statement payment stub, sign, and return the payment stub as usual.

The City only accepts payments by Discover Card, Master Card, and Visa. Please note that the credit card payment option is NOT a recurring program, which means that you have to enter your credit information every time you wish to pay by credit card.

Due to security concerns, the City does not store any credit card information in our database, nor will the City ever ask for your credit card information over the telephone.

You may drop off your utility bill payment at the City Hall night drop box after business hours.

The drop box is located in the City Hall parking lot just south of the sports field located at 240 W. Huntington Drive.

The City Council has adopted Resolution No. 7283 - Policy on Residential Water Service Shut-Off for Nonpayment. Effective February 1, 2020, and in accordance with Senate Bill 998, the City may not shut off water service of residential water customers due to nonpayment, unless the payment is delinquent for at least 60 days.

The policy contains additional information such as alternative payment arrangements available to delinquent water accounts.
