Why Are Rates Changing?
The proposed rate adjustments reflect increasing costs associated with:
- Waste collection
- Labor and operational expenses
- State requirements for organic waste recycling
- Inflation, as measured by the Consumer Price Index (CPI)
Arcadia services a community of over 57,000 residents, and these updates help ensure continued high-quality service while meeting state mandates.
About the City's Waste Services Agreement
Waste Management has been the City's exclusive residential hauler for both single family and multiple-family residents since 1999. The current agreement was most recently executed in 2021 and includes a five-year schedule of rate adjustments to comply with state organic recycling laws.
The contract with Waste Management ends in 2031, and a proposed third amendment (from 2026-2031) includes a phased-in labor fee for trash services.
What This Means for Residents and Customers
Beginning July 1, 2026, the proposed changes include:
- Single Family Homes:
- An increase of $1.53 per month for standard services
- Multi-Family Homes:
- An increase of $0.09 per cubic yard per month, adjusted based on the frequency and level of service
- The total cost will vary based on service level and frequency of service

These rates account for rising labor, disposal, and inflation-related costs.
How Arcadia Compares
Even with the proposed increase, Arcadia's solid waste rates are expected to remain in the bottom third compared to other San Gabriel Valley cities.
Additionally, North Arcadia residents continue to benefit from free bear cart services after their initial cart purchases, while neighboring cities charge $45-60 per month for similar services.

Residents are encouraged to stay informed. Below are important dates for residents to take note of:
- April 30 - June 16: Written protests may be mailed or personally delivered to:

No e-mailed or faxed protests will be accepted, nor late postmarked protests. - June 16: Public hearing at the City Council Meeting, 7pm
- July 1: New rates take effect (if approved)
