Department Policies

The Arcadia Police Department Manual is a full overview of the Department's policies, which is subject to regular revisions and updates based on legislative changes, case law, and best practices. This online version is reposted whenever changes are made. The Manual is separated into nine chapters: Law Enforcement Role and Authority, Organization and Administration, General Operations, Patrol Operations, Traffic Operations, Investigation Operations, Equipment, Support Services, and Personnel.

Assembly Bill No. 481 Law Enforcement and State Agencies: Military Equipment: Funding, Acquisition, and Use

Effective January 1, 2022, Assembly Bill 481 ("AB 481") requires law enforcement agencies such as the Arcadia Police Department to have a Military Equipment Use Policy approved by the City Council prior to taking certain actions relating to the funding, acquisition, or use of military equipment, as defined by law.

Military Equipment Use Policy

On April 19, 2022, the Arcadia City Council adopted Ordinance No. 2387 approving a Military Equipment Use Policy (“Policy”) pursuant to AB 481.

Annual Report

In compliance with AB 481 and the Policy, an annual military equipment report must be submitted to the City Council for each type of military equipment approved within one year of approval, and annually thereafter for as long as the military equipment is available for use.

The 2024 Annual Military Equipment Report, along with the revised Policy, was presented to and approved by the City Council during their meeting on June 3, 2025.
