The Administration Division's primary purpose is to provide essential support for the basic operation of other sections in the Department and to properly maintain the police facility. The Administration Division is comprised of several sections, which provides specialized services to the agency. These sections include Investigations (Detective Bureau), Crime Analysis, Laboratory/Property and Evidence, Records Bureau, Dispatch, Community Affairs, S.W.A.T., Personnel and Training, Youth Services, Cadet Training Program, Explorer Program, Communications, Volunteer Services, and Facility Maintenance.

Captain Kollin Cieadlo joined the Arcadia Police Department in 2005. Throughout his career with the Department, Captain Cieadlo has worked a variety of assignments including Patrol, Field Training Officer, SWAT Operator, Major Accident Investigation Team, Explorer Advisor, Special Enforcement Team, Patrol Sergeant, Traffic Unit Sergeant, Honor Guard Sergeant, Social Media Sergeant, Peer Support Program Supervisor, SWAT Leader, SWAT  Commander and K-9 Program Supervisor. As a Lieutenant, Captain Cieadlo was assigned to the Administration Division, where he served as the Detective Bureau Lieutenant and the Area 1 Commander.

The Dispatch Center has a complement of one dispatch supervisor and eight dispatchers, and they receive all incoming emergency calls. By utilizing state-of-the-art technology, dispatchers can ensure the rapid delivery of information to officers on the street. It is also the mission of the Dispatcher Center to provide superior customer service to all callers and Arcadia residents.

All requests for police service, both emergency and non-emergency, originate from the Dispatch Center. Therefore, dispatchers are trained to elicit critical information from callers in order to properly evaluate what resources need to be sent to the scene of an event.

If a call is fire-related, the call is transferred to the Verdugo Dispatch Center in Glendale. Even after transferring the call, the dispatcher continues to monitor the call to determine the nature of the event and if police units need to be sent to assist fire resources.

The Arcadia Police Department Investigations Unit is comprised of 11 detectives, an Evidence Technician, and is supervised by one sergeant, and commanded by one lieutenant. The unit is responsible for the investigation of crimes and the presentation of cases to the District Attorney’s Office for criminal prosecution. Our detectives are committed to timely and responsive follow up to crimes reported to the Department, as well as proactive investigation and enforcement within our community.

The Detective Bureau is also supported by several civilian personnel to include an Administrative Assistant, a Community Services Officer, and a Crime Analyst. Their role as support personnel is invaluable to the Detective Bureau - processing reports, clerical duties, liaison to local courts, analyzing crime trends and patterns, and filing misdemeanor cases are just some of the duties performed by these members of our staff. Assigning specific types of investigations to individual detectives allows our personnel to gain expertise in their particular area of responsibility. This expertise leads to more thorough and competent investigations as well as allowing the particular detective to develop professional relationships with other Law Enforcement agencies. Information exchange between detectives at agencies throughout the San Gabriel Valley greatly assists in furthering investigations and results in the arrest of many criminals.

City of Arcadia Detectives:

Detective BureauCrimes Against Persons detectives investigate crimes such as robbery, assault, missing adults, domestic violence and homicide. These detectives also handle all crimes associated with Sex Crimes involving adults or juveniles. 

Our Property Crimes detectives investigate crimes involving the theft of property, residential and commercial burglary and grand theft. This detective works closely with our Property and Evidence Technician in examination of physical evidence and latent print examination in order to develop leads on cases. The Property Crimes detective is also in constant communication with our Crime Analysis Unit looking at crime trends and working to prevent crime before it happens.

The Quality of Life detective investigates issues impacting the quality of life unique to the City of Arcadia. These cases may include gang, narcotics, and vice-related crimes. This detective's investigations rely on information received from the community and various law enforcement agencies which may develop into a regional task force effort to resolve these issues.

Fraud related crime has been a persistent issue. The two detectives assigned to this desk are tasked with investigating identity theft, fraudulent credit card activities, and various scams resulting in monetary loss. The investigators often work in conjunction with private financial institutions to build a case in hopes of obtaining a successful filing of criminal charges.

The Internet is a breeding ground for crimes such as fraud, criminal threats, underage pornography, identity theft, cyber scams, and bullying among others. The Department has a Technology Crime Detective dedicated to this area of expertise who uses the latest technological information to further his or her investigation. This detective is not only assigned cases to investigate, but also utilizes his area of expertise to assist other detectives in support of their investigations.

Our Traffic Detective investigates all auto-related crimes to include auto theft, auto burglary, and collision investigation. This detective has received specialized training in collision investigation and reconstruction, and is called upon for expertise in any major traffic collisions.

The Juvenile Detective investigates crimes involving juveniles and works closely with the Arcadia Unified School District. Part of this detective's duties include participating in community events hosted by the school district. The juvenile detective also works hand-in-hand with the Los Angeles County Child Protective Services Unit and with the juvenile branch of Pasadena Superior Court.

The Property and Evidence Unit catalogs and tracks property that comes into the custody of the Arcadia Police Department. Items such as latent fingerprint cards, blood, and other biological evidence, clothing, weapons, bicycles, recovered stolen property, and many other forms of property are all stored and handled by this unit. This unit also prepares and facilitates laboratory testing of evidence with allied crime labs. Our Evidence Technician is certified and trained in many aspects of specialized evidence collection and examination of latent fingerprints.

Requests for property retrieval should be made by calling the Property and Evidence Unit at (626) 574-5191 and scheduling an appointment. Firearms seized by the Department may only be released to the registered gun owner, with a Department of Justice Clearance Letter, or a Court Order. Auctions are not held by the Arcadia Police Department. Unclaimed property is released to a private auction company for resale or otherwise destroyed.

The Crime Analysis Unit is responsible for performing research, retrieving and analyzing criminal activity information and data from various sources within the criminal justice community, identifying and projecting crime trends, series and patterns, and disseminating intelligence information to various internal and external law enforcement personnel.

The Records Department is open daily 7:30 a.m. to 6:30 p.m. for public service. Police records requests can be submitted via email to apdrecords@ArcadiaCA.gov, or by calling (626) 574-5151.

The Police Department lobby is closed daily from 6:30 p.m. to 7:30 a.m. For those needing immediate assistance during these hours, a push-button speaker system is available outside of the lobby. The speaker system communicates directly with our Dispatch Center.

The Arcadia Police Department's SWAT team consists of one team captain, one team lieutenant, two team leaders, two snipers, 12 operators, three tactical dispatchers, and eight containment personnel that assist during live operations. Team members are required to pass a rigorous physical agility test twice a year, and frequently conduct training consisting of various scenarios utilizing a multitude of weapons, equipment, and tactics. SWAT Team members must successfully pass a California POST certified basic SWAT training course before being allowed to respond to any SWAT calls.

SWAT Picture1The SWAT team utilizes numerous resources during trainings and call-outs that include an armored rescue vehicle, a reconnaissance robot, a logistics vehicle and trailer, and other specialized equipment to complete the team’s mission.

SWAT is available as an additional resource to the Detective Bureau and Patrol Division to assist in dealing with barricaded suspects, hostage situations, arrest or search warrants, executive and witness protection, criminal disturbances or other situations which require an immediate resource of tactical personnel.
