Access to affordable housing helps residents at various stages of their lives, including young adults, families, growing households, seniors, and those with special needs or disabilities. Through the adopted Housing Element, the City has committed to implementing a range of programs and policies that support the development of and access to affordable for-sale and rental housing. What is considered affordable housing and who qualifies?

In general, most Federal and State housing assistance programs consider housing to be affordable when the total housing cost, including utilities, is no more than 30% of a household’s total gross income (“income”). To qualify for affordable housing assistance, an individual/household’s income must not exceed established income limits.

Each year, the Department of Housing and Community Development (HCD) publishes updated Income Limits for all areas in California. This process establishes the maximum income, based on household size, that qualifies for designated housing programs and is used to determine the maximum allowable rent levels or housing costs that can be charged to eligible residents. The following table provides the income limits for 1-8 person households for 2025, based on a Median Family Income of $106,600 for a family of four in Los Angeles County:

*In high-cost areas, such as Los Angeles County, HCD makes adjustments to the Low-Income limits which may result in the low-income limit exceeding the countywide median income.

HCD updates these income limits annually and they are based on U.S. Department of Housing and Urban Development (HUD) updates to the Public Housing and Section 8 Income Limits. Because income limits related to affordable housing programs can vary depending on funding source and program, check with the housing program contact and/or provider for confirmation. Inclusionary Housing Ordinance

In alignment with the goals of the adopted Housing Element, the Arcadia City Council has adopted an Inclusionary Housing Ordinance, and associated In-Lieu development fee, intended to encourage and facilitate the construction of below market-rate housing in Arcadia. Section 8 Housing Program
The Section 8 Housing Choice Voucher Program is a federally funded program available to Arcadia residents through the Los Angeles County Development Authority (LACDA). This program provides rental assistance to eligible extremely low and very low-income individuals/families, seniors, and persons with disabilities. Individuals can receive a voucher that covers a portion of their rent, making housing more affordable. LACDA also offers support services to help families find suitable housing and maintain their tenancy.
