No Right Turn on Red Arrows: Improving Safety at Key Intersections

 Unknown Image To improve safety for pedestrians and drivers, the City has introduced additional No Right Turn on Red Arrows at various intersections. These arrows prevent right turns when it's unsafe, especially for pedestrians. The additional red arrows are adaptive, only activating under specific conditions.
A red arrow means drivers cannot turn right at the intersection. The red arrow activates in specific situations, like when pedestrians press the push button to cross or at certain times of the day. A red ball means a right turn is allowed, but only when it’s safe, after stopping, unless there is a posted sign restricting right turns on red.
  1. Santa Anita Avenue at Virginia Drive (Northbound to Eastbound): The red arrow turns on during school drop-off and pick-up times at Highland Oaks Elementary.
  2. Foothill Boulevard at South Baldwin Avenue (Eastbound to Southbound): The red arrow activates when pedestrians press the button.
  3. Foothill Boulevard at South Baldwin Avenue (Northbound to Eastbound): The red arrow activates when pedestrians press the button and when residents that live adjacent to Baldwin Avenue are exiting their driveways onto Foothill Boulevard.
  4. Campus Drive at Santa Anita Avenue (Eastbound to Southbound): The red arrow activates when pedestrians press the button.
  5. Santa Anita Avenue at Duarte Road (Southbound to Westbound): The red arrow activates when pedestrians press the button.
  6. El Monte Avenue at Duarte Road (Northbound to Eastbound): The red arrow activates when pedestrians press the button.

Future Intersections that will have the same adaptive measure:

  1. Duarte Road at Holly Avenue (Northbound and Southbound approaches): Next to Holly Avenue Elementary School
  2. Las Tunas Drive at Warren Way (Westbound Las Tunas Drive to Northbound Warren Way): Next to Longley Way Elementary School.
  3. Foothill Blvd at Second Avenue (Northbound and Southbound approaches): Next to Foothills Middle School.
The adaptive red arrow turns on when pedestrians press the push button to cross or at other specific times. If the red arrow isn’t on, drivers can turn right on a red ball when it’s safe, following usual rules of the road.
While some intersections in the City have red arrows that are on 24/7, the ones listed above are adaptive – they only activate under certain conditions, like when pedestrians press the button or during busy travel times.
These arrows were successfully tested in pilot projects and their use helps manage traffic more effectively at intersection corners where pedestrians cross. In the future, they may activate during peak travel times to reduce turning movement conflicts between vehicles and make right turns safer for everyone.

Unlike adaptive arrows, which change based on traffic conditions, these restrictions remain constant, meaning that right turns are prohibited when the red arrow is displayed, at all times, every day of the year.

  1. Huntington Drive at Santa Clara Street (Northeastbound Huntington Drive to Eastbound Huntington Drive)
  2. Campus Drive at Huntington Drive/Holly Avenue (Westbound Campus Drive to Northbound Holly Avenue)
  3. Camino Real Avenue at Baldwin Avenue (Westbound Camino Real Avenue to Northbound Baldwin Avenue)

Consistent "No Right Turn on Red Ball" Locations

Below is a list of intersections with a "No Right Turn on Red Ball" restriction, which are in effect 24/7, 365 days a year. A red ball means a right turn is allowed, but only when it’s safe, after stopping, unless there is a posted sign restricting right turns on red.

  1.  Unknown Image Huntington Drive at Second Avenue (All approaches or directions): The red ball activates as usual and the accompanying sign restricts right-turns on red due to line-of-sight concerns at the A Line Bridge over the intersection.
  2. Baldwin Avenue at Camino Real Avenue (Northbound to Eastbound): The red ball activates as right turns are not allowed to cross a driveway. Also, (Westbound to Northbound): The red ball activates as right turns are not allowed due to line-of-sight and westbound Camino Real Avenue traffic.
  3. First Avenue at Santa Clara Street (Northbound, Southbound, and Westbound Right-Turns):  The red ball activates as right turns are not allowed to cross over the train tracks.
  4. Baldwin Avenue at I-210 Freeway (Eastbound Offramp Right-Turn): The red ball activates due to line-of-sight concerns at the bridge underpass. (Caltrans-owned intersection within the City of Arcadia)
