EATON FIRE UPDATE - Published January 16, 2025 - 4:20PM
Price Gouging Illegal
Under California Penal Code Section 396, it is illegal to raise prices on goods and services by more than 10% following the declaration of an emergency. For goods or services introduced after an emergency is declared, sellers are prohibited from charging more than 50% above the cost of providing them.
California Governor Gavin Newsom declared a State of Emergency for Los Angeles and Ventura Counties on January 7, 2025, due to fire and windstorm conditions, and price gouging protections are currently in effect. It is unlawful to increase the price of hotels/motels and rental housing by more than 10%, as well as evicting any resident and offering the unit to another tenant at a rental price greater than what the evicted tenant could be charged. For a list of the current price gouging protections in effect in California, visit www.caloes.ca.gov/office-of-the-director/policy-administration/legal-affairs/price-gouging/.
Penalties:
Per the California Office of the Attorney General, violators of the price gouging statute are subject to criminal prosecution that can result in a one-year imprisonment in county jail and/or a fine of up to $10,000. Violators are also subject to civil enforcement actions including civil penalties of up to $2,500 per violation, injunctive relief, and mandatory restitution.
How to Report:
If you see price gouging, or if you have been the victim of it, file a complaint online at oag.ca.gov/report.
Waste Management Continues Pickups on Thursday & Friday
Before completing all pickups in Arcadia on Wednesday, Waste Management trucks reached capacity. If your debris wasn’t collected, it will be picked up today or tomorrow. Please limit green waste to no more than three extra bags or bundles to ensure timely service for everyone.
- As a reminder, residents in the Evacuation Order zone during the Eaton Fire will receive a special trash (black can) pickup on Friday, January 17.
- If you are unable to fit all debris into the three extra bags, Waste Management will continue to collect up to three additional bags or bundles of green waste throughout January. The green waste should be placed next to the green cart. Do not dump debris into the streets.
- For additional information or to schedule additional bulky item pick-ups, contact Waste Management at (800) 266-7551.
Windstorm Clean-Up Continues
Public Works Services continues to address the significant amounts of debris caused by the windstorm. During the weather emergency, Public Works received about 330 reports of downed trees and fallen limbs, all of which require attention. Large fallen trees require cutting and removal, with each effort taking at least half a day to complete. Multiple crews have been deployed across the City to manage the cleanup. Given the volume of debris, the process is estimated to take approximately two to three weeks to complete.
Disaster Unemployment Assistance
In response to the wildfires and windstorms, federal Disaster Unemployment Assistance (DUA) is now available for workers and the self-employed, who do not qualify for regular unemployment benefits. Los Angeles County workers impacted by the severe wildfires and winds can now apply at edd.ca.gov/unemployment. Disaster Unemployment Assistance benefit claims must be filed by March 10, 2025.
DUA benefits help people affected by a federally-declared disaster who are not eligible for regular unemployment benefits and meet any of the following criteria:
- Worked, or were a business owner or self-employed, or were scheduled to begin work or self-employment, in the disaster area. This includes, and is not limited to, those in agricultural and fishing industries.
- Cannot reach their workplace due to the disaster or can no longer work or perform services because of physical damage or destruction to their place of employment as a direct result of the disaster.
- Cannot perform work or self-employment due to an injury as a direct result of the disaster.
- Became the head of their household due to a death caused by the disaster.
- The work or self-employment that can no longer be performed must be the primary source of income.
FEMA Transitional Sheltering Assistance Available
FEMA and the state of California are working to ensure that displaced survivors of the Los Angeles wildfires have access to safe, accessible temporary shelter. Reimbursement for out-of-pocket hotel costs, financial assistance towards rent and home repair, and FEMA-provided temporary hotel or motel stays are currently being provided to eligible households.
Transitional Sheltering Assistance (TSA) is a program intended to provide short-term lodging for eligible disaster survivors whose primary residence is uninhabitable or inaccessible because of the disaster and are not covered by insurance for additional living expenses or loss of use.
Renters and homeowners who have already applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA through the TSA Program. This program is offered to enable displaced residents to work on their interim housing plan.
Affected residents do not need to request this assistance. FEMA will notify them of their eligibility through an automated phone call, text message, and/or email depending on the method of communication selected at the time of application for disaster assistance. Learn more at https://www.fema.gov/disaster/4856.
Further Updates on the Eaton Fire and Windstorm Response
Following today’s update, Arcadia Community News will now return to its monthly distribution, excluding any change in circumstances that require more communication. EATON FIRE UPDATE - Published January 15, 2025 - 4:00PM
The Evacuation Warning for the City of Arcadia has been lifted for homes north of Elkins Avenue (Zone 1). No homes in Arcadia remain under an evacuation order or warning. As of this morning, the Eaton Fire has burned 14,117 acres and is 45% contained.
Staying Safe After a Fire
Windblown ash from burned structures may contain harmful toxins. To minimize exposure, take precautions such as wearing an N95 mask, staying indoors, limiting physical activity, using your HVAC system, creating a filtered indoor space, and avoiding the intake of outside air. N95 masks are available for pickup at the Arcadia Community Center during regular business hours.
The LA County Health Department has temporarily prohibited the use of power air blowers to reduce the health risks associated with fire ash, smoke, and particulate matter. These devices can stir up ash and particles, worsening air quality and posing health hazards. When cleaning up ash, avoid using leaf blowers. Instead, lightly mist the area with water to settle the ash, then gently sweep with a broom or use a wet mop.
Waste Management at Capacity for Pickups
Waste Management is currently at capacity with today’s pickups, which include residential, commercial, and 40-yard dumpsters. They will prioritize completing their routes by collecting green bins first and will return to pick up additional bags of green waste today and tomorrow. Please limit green waste to no more than three extra bags or bundles to ensure timely collection for all.
Throughout January, Waste Management will continue to collect up to three extra bags or bundles of green waste placed next to the green cart. Do not dump debris into the streets.
Residents in the Evacuation Order zone during the Eaton Fire will receive a special trash pickup on Friday, January 17.
For additional information or to schedule additional bulky item pick-ups, contact Waste Management at (800) 266-7551.
Windstorm Clean-Up Continues
Public Works Services continues to clean up debris, with the process estimated to take approximately two to three weeks to complete across the entire City.
Water Safe to Drink for Arcadia Water Customers
The water in Arcadia remains safe to drink. Arcadia’s water system operates independently from neighboring water agencies, meaning any external issues cannot compromise the water provided to Arcadia customers. Daily tests and measurements of the City’s water system are returning normal results, with no cause for concern. City of Arcadia water is clean and safe to drink.
Disaster Resource Center
Starting today, January 15, the Disaster Resource Center will be available to the public from 9:00 AM to 8:00 PM at the Pasadena City College Community Education Center - 3035 E. EATON FIRE UPDATE - Published January 14, 2025 - 5:40PM
Red Flag Warning, Stay Prepared
A Red Flag Warning is in effect for Arcadia and surrounding areas until Wednesday, at 6 p.m., due to Santa Ana winds and low humidity. Homes north of Elkins Avenue (Zone 1) remain on Evacuation Warning. Residents are strongly encouraged to stay prepared. Have a go-bag packed with essentials such as food, water, medication, key insurance documents, passwords to essential online accounts, and other necessary items for family members and pets. If you are not in an Evacuation Warning area, secure outdoor items, close windows and doors tightly, and stay indoors, avoiding unnecessary travel during peak wind gusts.
Arcadia City Council Ratified Local Emergency
On Monday, January 13, the Arcadia City Council convened a special meeting to ratify the local emergency. During the meeting, the City Manager and Department Directors presented a detailed report outlining the timeline of events, major response efforts, and the next steps planned for the coming weeks. You can watch the recording of the City Council Meeting at www.arcadiaca.gov/CouncilMeetings.
GoFundMe and FEMA Reimbursements
The Arcadia community is known for its generosity. Many residents are just one degree away from someone who has been devastatingly impacted by the fires. If you choose to donate, please ensure that it’s a reputable source and remain vigilant to avoid fraudulent schemes.
It's important to note that donations made through GoFundMe will not affect a survivor’s eligibility for FEMA assistance, provided the fundraiser serves broad purposes. For example, a campaign titled "Help to Recover After a Fire" would not interfere with FEMA eligibility. However, a GoFundMe aimed at replacing a specific item, such as a car, and then requesting FEMA assistance for the same purpose would result in ineligibility for that item, due to duplication of benefits.
For resources for individuals affected by the Los Angeles wildfires, please visit: www.ca.gov/LAFires.
Local FEMA Disaster Recovery Center now open:
- Pasadena City College Community Education Center 3035 East Foothill Blvd. Pasadena, CA 91106. Hours of operation – Daily: 9 a.m. to 8 p.m.
FEMA financial assistance can go towards basic home repairs, personal property losses or other uninsured, disaster-related needs such as childcare, transportation, medical needs, funeral, or dental expenses.
How to Apply: It is not necessary to go to a center to apply for FEMA assistance. The fastest way to apply is online at DisasterAssistance.gov, the FEMA app, or by calling 1-800-621-3362. If you use a relay service, such as video relay, captioned telephone, or other service, give FEMA your number for that service.
FEMA Application Status: Los Angeles County survivors who register for FEMA assistance will receive a decision letter by mail or on their DisasterAssistance.gov account. If the letter says “not approved” for some categories of assistance, it does not mean you have been denied assistance.
LA County Damage Assessment Map
Los Angeles County has launched an interactive map that shows the status of properties after the Eaton Fire. The virtual map includes photos and a color-coded key that reflects levels of damage. Visit recovery.lacounty.gov/eaton-fire to see the map. More properties will be added on a rolling basis as Cal Fire continues damage inspections.
Special Debris Pickup for Residents north of Orange Grove Ave

Parking Enforcement Updates
Enforcement for overnight parking and street sweeping will be suspended through January 31. As crews continue to clear debris, please consider moving your vehicles, if possible, when the street sweeper comes through on your scheduled day to help clear the streets more effectively.
All other parking restrictions remain in effect and will be enforced, such as blocking driveways or parking in areas marked with red curbs.
Windstorm Clean-Up Continues
Public Works Services has received about 330 calls for service, including 133 fallen trees, 150 reports of downed tree limbs, and more.
Public Works Services continues its extensive cleanup efforts throughout the City of Arcadia, with crews working around the clock, seven days a week, until the City is fully cleared of debris. Following the windstorm, initial efforts prioritized clearing roadways of large fallen trees and branches to ensure safe roads for emergency vehicles and commuters. Crews have now shifted to cutting and removing the large trees and debris that were temporarily pushed aside.
To maximize efficiency, tree and landscape contractors are assisting, with the City divided into grids to ensure continuous progress. Despite the resources deployed, the cleanup is estimated to take approximately two to three weeks.
Crews will remain on standby to respond to service calls as needed with strong winds forecasted.
Guidance for Private Property Debris
During the month of January, Waste Management will collect up to three extra bags or bundles of green waste left next to the green cart. Do not dump debris into the streets.
- Branches should not be longer than 4 feet, anything bigger must be split in half.
- A maximum of 3 kitchen-sized trash bags filled with green waste will also be allowed for pick-up on each regular collection day; bags must be piled next to the green bin.
Palm fronds should be disposed of in black trash bins, as they are not classified as green waste. For additional information or to schedule additional bulky item pick-ups, contact Waste Management at (800) 266-7551.
Temporary Ban of Air Blowing Device, Like Leaf Blowers
While cleaning up your home, avoid using air-blowing devices such as leaf blowers. After a fire, ash particles in the air may contain harmful substances like lead and asbestos. To reduce these dangers, the LA County Health Officer has temporarily banned the outdoor use of air-blowing devices. Protect yourself, your family, and your neighbors by not using an air blowing device.
Further protect yourself by using an N95 mask, which can be picked up at the Arcadia Community Center during regular business hours.
To report use of air blowing devices like leaf blowers, call LA County Environmental Health at (888) 700-9995 (Monday - Friday, 8 a.m. - 5 p.m.) or submit a complaint via email to ehmail@ph.lacounty.gov.
Water is Safe for Arcadia Water Customers
The Eaton Fire is not affecting the City of Arcadia’s water system. Water quality in Arcadia is tested and monitored daily, and all results have been normal. The City of Arcadia's water is clean and safe to drink. The water advisories in the surrounding areas DO NOT apply to Arcadia water customers.
Community Information Boards at Arcadia Public Library
In an effort to keep the community informed, the LA County has placed an information board at the Arcadia Public Library with situational updates on the Eaton Fire and recovery resources.
EATON FIRE UPDATE - Published January 13, 2025 - 4:05PM
All Evacuation Orders Lifted
As of Sunday afternoon, January 12, all evacuation orders were lifted for the City of Arcadia. Homes north of Elkins Avenue (Zone 1) remain on Evacuation Warning. Arcadia Police are regularly patrolling the affected area to deter any negative activity.
Debris Clean-Up Continues
Public Works Services continues to clear debris from streets, roadways, parks, and other public areas. Due to the extensive amount of debris, we anticipate the cleanup process will take approximately two to three weeks to complete.
If you notice a City tree that appears to be leaning or structurally unsound in any way, please call Public Works Services at (626) 254-2720, and a crew member will respond to inspect the tree. If you are unsure if it is a City tree or a private tree, call the number listed above and City staff will advise.
If a protected tree must be removed for safety purposes, property owners must have a certified Arborist document with photos and written evidence on the condition of the tree requiring removal. Documentation should be provided to Planning Services at Planning@ArcadiaCA.gov. If the tree poses an immediate threat, please call the Planning Division at (626) 574-5423 or the Code Services Division at (626) 574-5432. No City permits will be required for dangerous tree removals as a result of the January 2025 windstorm.
If your property was damaged by a City tree, you can download a claim form online at https://www.arcadiaca.gov/cityclerk. Please note that weather events are typically considered an ‘Act of God’ and are unlikely to be reimbursable. For more information on the claim process, contact the City Clerk’s Office at (626) 574-5455.
Residential Debris Removal
Residents should place any green waste debris from their property in their green waste bin. For the rest of January, additional green waste that does not fit in the green waste bin should be bundled with twine or wrapped together and piled next to the green waste cart to be picked up on the regular trash collection day.
- Branches should not be longer than 4 feet, anything bigger must be split in half.
- A maximum of 3 kitchen-sized trash bags filled with green waste will also be allowed for pick-up on each regular collection day; bags must be piled next to the green bin.
Waste Management will not collect scattered debris away from the green bins. For additional information or to schedule additional bulky item pick-ups, contact Waste Management at (800) 266-7551.
Parking Enforcement Update
Overnight parking and street sweeping enforcement will be suspended through January 31. All other parking restrictions remain in effect and will be enforced such as cars blocking driveways and curb markings.
N95 Masks Available
The fires have caused hazardous air quality with the increase in ash and debris. While cleaning up your homes, remember that outdoor air blowers are prohibited throughout LA County until the Health Department determines it is safe to use them. Residents entering previously evacuated, or fire damaged areas, should be especially cautious and take necessary precautions.
The City of Arcadia has N95 masks available for those who need them. Masks can be picked up at the Arcadia Community Center, during regular business hours (Monday – Thursday, 7:30 a.m. – 5:30 p.m., and Friday, 8 a.m. – 4 p.m.).

The Eaton Fire has grown to 14,117 acres and is 15% contained. Due to ongoing fire activity, an Evacuation Order remains in effect for those north of Elkins Avenue. Residents south of Elkins Avenue and north of Orange Grove Avenue remain under an Evacuation Warning. A detailed map of the evacuation status can be viewed at protect.genasys.com.
Earlier this morning, the National Guard deployed in Arcadia to secure the remaining evacuated area. If residents of the evacuated area (north of Elkins Ave) need to return home to retrieve essential supplies or necessities, proof of residence will be required, and an Arcadia Police Officer will provide an escort in and out of the evacuated area.
Highs Winds to Return through Wednesday, Prepare Now
Mild winds have helped slow the fire's growth, allowing firefighters to make progress on the Eaton Fire. However, the National Weather Service forecasts winds will be returning Saturday evening into Sunday, with gusts of 35-50 mph over Los Angeles and Ventura Counties. Stronger winds are expected Monday through Wednesday, peaking Tuesday with gusts of 40-60 mph.
Now is the time to prepare for increased fire risk and potential evacuations. Ensure your emergency kit is ready with food, water, medications, and other essentials for you, your family, and pets. Visit ready.lacounty.gov/ for details on what you can do to remain prepared.
No Curfew for Arcadia
With only one residential evacuation order in place, Arcadia residents are not subject to a curfew.
Overnight parking enforcement continues to be suspended. Ticketing will continue to be enforced if driveways are blocked, or cars are parked in restricted areas. Keeping these areas clear is critical to ensure emergency vehicles can respond quickly.
Water is Safe for Arcadia Water Customers
The Eaton Fire is not impacting the City of Arcadia’s water system. City infrastructure remains intact, and the fire has had no effect on the safety or quality of the water supplied to Arcadia customers. Eaton Fire Virtual Community Meeting
A virtual community meeting will be held on Friday, January 10 at 4:00 p.m. to provide a fire update, answer questions, and discuss recovery efforts. The meeting will be streamed live on YouTube and Q&A will follow the briefing with questions submitted through the chat, or in advance at 2025.eaton@firenet.gov. Tune into the meeting here: youtube.com/losangelescountyfd
National Guard Protection
To enhance security in the areas under the Evacuation Order, Arcadia has requested assistance from the National Guard. Residents may see National Guard personnel arriving in military humvee vehicles, dressed in military attire, and armed. Please do not be alarmed. This is a preventative measure to secure the area, allowing Arcadia Police Officers to focus on assisting residents and responding to calls.
Remaining Power Outages
Power outages are still impacting Arcadia customers, as Edison crews are working to make repairs to down or damaged lines. Residents should continue to avoid down lines and report any occurrences to 911. Overall, the number of customers without power appears to be improving; however, any remaining service loss is likely to require more repair time as a result of damaged lines from the wind storm. Edison is working to lift power shut-offs as evacuation orders are lifted or reduced.
Fire Status
As of this morning, the fire has burned 13,690 acres with 3% containment. Overnight, aircraft were deployed along the northeast perimeter of the fire near Chantry Flats. Residents may continue to see and hear more aircraft throughout the day as firefighting efforts continue.
Many residents are using the Watch Duty map to track fire progression. While the map indicates the general burn area, it does not reflect protective measures taken to safeguard structures or homes. Please note that even if a structure or home appears within the fire perimeter, it does not mean it has been damaged or destroyed. Residents north of 210 Freeway (Zone 2 – 5) remain under an Evacuation Warning. A detailed map of the evacuation status can be viewed at protect.genasys.com.
The Eaton Fire has burned 13,690 acres and remains at zero percent containment. No structures in Arcadia have been lost or damaged. As of this morning, the fire was moving away from the City of Arcadia.
Thank you to the Arcadia community for your patience and cooperation. Residents returning to their homes may continue to see emergency personnel in the neighborhoods, as crews monitor the fire still burning on the hillside. Additionally, damage assessment teams may be deployed to document the destruction in the fire area.
The water remains safe to drink for City of Arcadia water customers. The City of Arcadia’s water system is independent and not experiencing the quality and demand challenges other systems are facing.
Arcadia Public Works crews will begin removing debris as quickly as possible, prioritizing the clearing of roadways. During this incident, Public Works Services received over 230 reports of downed trees, roadway debris, live power lines, and non-functioning traffic signals. Your patience is greatly appreciated as it will take time for crews to address each issue. Commuters and pedestrians are advised to use extreme caution while driving or walking, as debris may still block roads and sidewalks. Additionally, we are receiving reports that the Santa Ana winds are forecasted to return next week. Please stay prepared and remain vigilant.
Power outages are still affecting certain areas of Arcadia. Southern California Edison continues to work to restore power, with outages from power line damage prioritized for repair. To view the outage map, visit sce.com/outage-center/check-outage-status.
Residents experiencing power outages are welcome to use the Arcadia Community Center to charge devices and access Wi-Fi, until 5:30 p.m. Recreation programs will be canceled until further notice. The Arcadia Public Library is open, from 10 a.m. to 9 p.m., for similar services. Fire Status
The Eaton Fire remains at zero percent containment (still in the Chantry Flat Road area), but no Arcadia structures have been lost or damaged by the fire. The next updates on fire risk to Arcadia and our current evacuations are expected by late Thursday morning. All residents north of Orange Grove Avenue remain under an Evacuation Order and should not return to their homes at this time.
Safe Drinking Water
City of Arcadia Water Customers: Your Water is Safe to Drink! The City of Arcadia’s water system is independent and is not experiencing the quality and demand challenges other systems are facing. Some neighboring agencies are experiencing more severe fire impacts and are putting more demand on their water system, causing boil notices and bottled water restrictions.
Electrical Power
Wind velocity has decreased overnight, which has allowed Edison to restore power to more Arcadia neighborhoods. Assuming conditions do not worsen, any preemptive power shut-offs should be restored in the next 1-2 days, and outages from power line damage will be prioritized for repair. The latest information on service restoration can be found on sce.com/outagemap.
Debris Removal
Arcadia Public Works Services received well over 200 reports of down trees, roadway debris, live power lines, and dark traffic signals. Crews have done tremendous work to clear obstructions and open roadways. Most major obstructions have been removed and the work in the coming days will focus on clearing smaller debris and branches from the roadway.
Shelter
The Red Cross opened an emergency shelter at the Pomona Fairplex (1101 W. McKinley Avenue, Pomona, CA 91768). The Fairplex also has a large animal shelter for those with pets. Access the Pomona Fairplex shelter through the Sheraton entrance, Gate 3. Call (909) 623-3111 for more information
