The State of California has established minimum construction code standards that the City of Arcadia is required to enforce.  These standards, which are contained in Title 24 of the California Code of Regulations, have been adopted by the City of Arcadia into its Municipal Code. To ensure that construction work complies with the various codes, the City requires comprehensive plans for most types of projects.

The City of Arcadia adopts the state building and safety codes with state amendments applicable to local jurisdictions. In addition, the City has made minor administrative and technical amendments to the state codes.

Enforced Codes

The following codes are currently being enforced:

  • Building regulations specified in Article VIII, Sections 8110- 8970 of the Arcadia Municipal Code.
  • 2016 California Building Code (2015 International Building Code), 2016 California Mechanical Code (2015 International Mechanical Code), 2016 California Plumbing Code (2015 International Plumbing Code), 2016 California Fire Code (2015 International Fire Code) and the 2016 California Electrical Code (2014 National Electrical Code), 2016 California Residential Code (2015 International Residential Code), 2016 California Green Building Standards Code, 2016 California Energy Code. 
  • California disabled access and energy conservation regulations specified in Title 24 of the California Code of Regulations.

Plan Review

Most construction projects require that plans be submitted to the City for plan review. The City requires at least two sets of plans and related construction documentation, such as structural documentation, energy calculations and geotechnical reports. In addition, an 8-1/2" by 11" site plan, with the address visible, and one set (full scale, folded) floor plan of the project are also required.  Plans can be submitted during regular business hours up until one-half hour before closing time at the Arcadia City Hall located at 240 West Huntington Drive, Arcadia, California.  Most plans require the following information:

  • Fully dimensioned and scaled plot plan showing all the buildings on the site as well as distances to all property lines.
  • Grading and drainage plan for all new buildings.
  • Detailed and fully dimensioned floor plan.
  • Elevation(s).
  • Roof drainage plan, structural section(s) and detail(s), foundations plan and details, slab plan and details and floor, ceiling and roof framing plans and details.
  • Energy calculations when required by state Title 24 regulations.
  • Structural calculations when the proposed construction does not comply with the building code’s conventional construction provisions.
  • Geotechnical report for all new multi-family, commercial and industrial buildings.

Plan Review And Approval Process

Each project is unique and triggers a different combination of requirements and reviews. When plans are submitted to the City for plan review and approval the Building Services office will route them to between two to five departments/divisions, as follows:

  • The Planning office reviews the plans for conformance with the City’s zoning code, such as building setbacks, density, height, lot coverage, parking and landscaping.  Please contact their office at (626) 574-5423 for further information. 
  • Building Services reviews structural, architectural, electrical, plumbing and mechanical systems for conformance with City and state building and safety codes. Please contact their office at (626) 574-5416 for further information.
  • The Engineering Division reviews new single-family dwellings, commercial and multi-family grading and drainage plans and issues offsite permits for curbs, gutters and driveway approaches. Please contact their office at (626) 574-5479 for further information.
  • The Fire Prevention Bureau of the Arcadia Fire Department reviews projects for compliance with City and state fire and life-safety code requirements as well as fire sprinkler and fire alarm plans.  To check the fire and life-safety code requirements, please click here, or contact the Fire Department at (626) 574-5104 for further information.
  • The Public Works Services Department reviews water service, backflow and water meter requirements as well as storm water pollution mitigation measures. Please contact them at (626) 254-2720 for further information.

A plan review fee, which is set by City Council Resolution and is based on the fair market valuation of the project, must be paid to the City at the time of plan submittal.

The plan review expires by time limitation and becomes null and void if the permit is not obtained within 180 days from the date of plan submittal. The plan review applicant may request a time extension of an un-expired plan review provided a written request is submitted to the City showing that circumstances beyond your control have prevented action from being taken on the project. Please note that only a single one-time extension may be granted and that renewal fees will be assessed if the plan review expires.

Once plans are approved, building and related permits are issued by Building Services, while and the Engineering Division issues any offsite permits.
